Problem Note 54988: Errors can occur when a user with a newly created account tries to access the SAS® Environment Manager web application

Errors might occur when a user with a newly created account tries to access the SAS Environment Manager web application. The errors can occur even when that new account is added to the appropriate SAS Environment Manager groups in SAS® Management Console.
Some of the portlets within the web application might not be displayed properly, and the following error message appears in the wrapper.log file for the SAS Environment Manager server:
java.io.FileNotFoundException:
opt/sas/config/Lev1/Web/SASEnvironmentManager/server-5.8.0-EE/hq-engine/hq-serve
r/webapps/ROOT/WEB-INF/classes/sas.properties.
Even though the message states otherwise, the sas.properties file in question does exist.
